Bill, when you consider the Torah’s enumeration of the tithe, the various offerings, the levies, and such before the monarchy enacted in Samuel, the “tax” on all the increase of property and income was much more. During the monarchy, we have little explicit commandment or report to inform our understanding of the shift in taxation from the temple to the royal court, but certainly, Samuel lets the people know a levy of the labor of their men and children, a levy that takes the child from the home, will happen. And, another tithe of the increase (1Sam 8).

What then do we have to compare when considering a righteous petition to our rulers? Certainly, the taxation was more than a tenth.
